Left-arm paceman Andrew Swarbrick picked up 3-13 off eight, while Flack claimed 3-24 from seven.
Chirk were in a hurry when they got out to bat, taking just 20 overs to reach a winning 124-4 to seal a 21-4 points verdict.
Long-serving Flack, with more than 10,000 club runs on his record, made 49 not out off 44 balls, hitting seven fours and two sixes.
Opener Gareth Partridge also didn’t hang around, cracking 40 off 33 deliveries including eight boundaries.
Daniel Graham was the star turn with an unbeaten 62 as second-place Chirk seconds maintained their flying start to 2026.
Hosts Quayside were put into bat and got dismantled for just 105 off 28.4 overs, Rob Williams 3-14, Harry Lunt 3-15 and Alfie Shaw 2-16.
Chirk seconds required a mere 17 overs to make 108-2, banking an eight-wicket, 20-3 points triumph.
Graham’s half-century dominated, but Harry Lunt added a useful 26.
