Aiming to reach a second final in three years, the North Wales side lost the toss and were asked to field first.
Usk notched up what looked a very getable 201-6 off 40 overs, Tamoor Zafar 84 and Harawal Ahmed Wassam 46, Sagar Trivedi taking 3-31 off eight and Tom Clarke 2-47 for the visitors.
In reply, Bay slumped to 51-4, 88-5 and 115-6, but then a stand of 58 between Will Higginson and Matt Russell gave them fresh hope.
Russell went for 36, but Higginson remained until he was the last man out caught off the final ball for an heroic 75.
Dan Russell (25) and Charlie Collins (24) also made useful runs for Bay, but it was not quite their day. Paul Murphy took a crucial 3-44 for Usk, who will meet Pontarddulais in the final.
