The 17-year-old left-arm spinner, believed to be the second youngest North Walian ever to represent the country, snapped up 2-48 off 10 overs as the visitors triumphed by 76 runs at Hitchin.
Romano had started the weekend well by pocketing 3-28 on Saturday for Northop in their North Wales League Premier Division victory at Denbigh. That boosted his league tally for the season to 18 at 12.67 apiece.
He carried that fine form into the game at Herts, where Wales batted first and set a competitive 282/9 from their 50 overs.
Henry Hurle (73) and Steffan Roberts (63) shared a third-wicket stand of 130, while there was a late cameo from skipper Cameron Herring with 40 from 30 balls.
Hertfordshire were dismissed for 206 in the 44th over, Brad Wadlan scooping 3-33, Ben Morris 3-34 and Franco that impressive 2-48.
