Nomads kept battering at the door, Ramsay keeping out a Horan header before doing even better to block from Insall when the former East Fife front man should have scored.
Michael Wilde’s acrobatic volley led to appeals for handball from the home side, but nothing was given.
Finally, the deadlock was broken in the 85th minute.
Declan Poole received the ball back from a cleared corner and his left-foot curler from just outside the box avoided everyone and found the net, Callum Morris doing well to avoid it and he might have even managed a slight touch on the ball.
In the 90th minute the inspirational Horan headed in a Poole corner to seal a crucial win.
Caernarfon Town held The New Saints to 0-0 at The Oval until the 66th minute.
The visitors must have been getting concerned until Anthony Robles set up Greg Draper for a close range finish.
Noah Edwards was red-carded for the hosts after pulling back Jamie Mullan and from the resulting free kick TNS sealed the spoils.
Chris Marriott’s strike hit the bar and Blaine Hudson converted the rebound.
In the Play-Off Conference, Flint Town United’s three-game winning run was ended after Newtown took the points 2-0 at the Essity Stadium.
Marc Williams and Jamie Reed (2) did the damage for Aberystwyth Town in a 3-0 success at Cefn Druids.
